Board of Commissioners

Cattewater Harbour Commissioners exist by Act of Parliament as the navigation and conservancy authority for the Cattewater Harbour as well as the civil pilotage authority for the Port of Plymouth. The board consists of 10 Commissioners. Board members are selected for their expertise in areas appropriate to the management of the harbour.  These include, but are not limited to: Shipping/Fishing/Cargo, Commerce, Finance, Health & Safety, Maritime Leisure Activities, Community Issues/Local Government, Environment.

Board Members are appointed in accordance with the Trust Port Review and the Cattewater Harbour Revision (Constitution) Order 2005.

Appointments (which are usually a three year term) are spent on a rolling annual basis.

Chair

Alan became a Commissioner in 2013 and became the Chair in 2019. He is an economist and held a number of senior planning and finance posts in the Department of Transport and British Rail. He is a boat owner and an RYA Race Officer.

Alan joined the Board in 2012. He is the Managing Director of South West Yacht Brokers, responsible for new/used boat sales and associated contracts, budgets, personnel, finance, dry berthing, storage, hoisting, craning and boat repairs. Alan enjoys golf, sailing and tennis.

Carl joined the Board 2011, following his appointment as Queen’s Harbour Master, Plymouth. Firmly committed to the local Maritime scene, he is Chairman of both the Tamar Estuary Consultative Forum and the Port of Plymouth Marine Liaison Committee.

Maria joined the board in 2014. She previously worked for Brittany Ferries (29 years) and has extensive knowledge of the port environment. Maria has recently taken up sailing and is a member of the Plymouth Guild.

Will Rahder

Deputy Chair

Will joined the board in 2014, becoming Deputy Chair in 2019. He is a Director/Manager of Yacht Haven Quay, since 2007. Prior to this, he was Boatyard Manager and Assistant Marina Manager at Plymouth Yacht Havens. Will enjoys sailing and has skippered yachts extensively all over Europe.

David re-joined the Board in 2019. He is the Managing Director of Cattedown Wharves Limited – since 2008. David has worked within the shipping industry for over 25 years for local shipping agents and in wharf management. David is a member of Cornwood Cricket Club and serves on their committee.

Nick joined the board in 2016. After 30 years with ECCI (latterly Imerys) at Fowey, Nick is now a Shipping Agent at Victoria Wharf for Sanders Stevens. He is a long time member of the Institute of Chartered Shipbrokers and a qualified PFSO. He is a keen boat owner and sea angler, and an occasional sailor!

Nigel joined the board in 2016 He is an experienced CEO and FD in both the public and private company arenas across a variety of sectors. Nigel was formerly CEO of Sutton Harbour Holdings plc,
Pam

Cllr. Pam Buchan

Commissioner

Pam joined the board in 2019. She is a marine biologist and social scientist, with a former career in public engagement with science and volunteer management. In 2018 she was elected a city councillor – sitting on the boards of Devon & Severn IFCA and Tamar Estuaries Consultative Forum, and is a deputy member of the SW Regional Flood and Coastal Change Committee.

Richard joined the Cattewater Harbour Commissioners as Deputy Harbour Master in 2017, becoming Harbour Master/CEO in 2020. Following a successful career at sea as a Master Mariner, he is pleased to be working in his home port. He is an affiliated Member of the Nautical Institute.
