Cattewater Harbour Commissioners welcomes new Chair and Commissioners

Cattewater Harbour Commissioners are delighted to welcome Charles Weston-Baker as Chair of the Commissioners. Charles was appointed at the most recent Board meeting (Tuesday 28th October 2025) in accordance with the Trust Port Review and the Cattewater Harbour Revision (Constitution) Order 2005.

Charles brings over thirty years of experience in development, consultancy, and property, to his role as Chair, and, as well as his role with the Commissioners, also chairs the local ‘Yealm Estuary to Moor’ Management Group, where his passion in improving the marine environment is realised first hand.

Charles says about his appointment:

“I am honoured to have been elected chair of the Cattewater Harbour Commissioners, who have been custodians of trade through the commercial port for over a hundred and fifty years.

Plymouth is entering a new and dynamic phase and I am keen that we work jointly with stakeholders to cultivate local supply chains and new sustainable businesses to boost job creation and investment in the local economy.

Our aim is to play a leading role in helping to enrich the community through the port and its marine operations, and bring new life and quality to our historical waterfront.”

One of Charles’ first appointments as Chair was to join invited guests at Fugro’s Turnchapel base earlier this week to celebrate their 10th anniversary at the site.

The Commissioners also welcome two new faces to the Board – Chloe Rowland and Keith Perry.

Chloe is a strategic management consultant with nearly 20 years’ experience, originally qualifying as a commercial litigation lawyer. She specialises in maritime supply chain security, resilience, and international regulation, working with governments, defence forces, regulators, and industry stakeholders.

Keith has over 35 years international board level experience in the development of both assets and business in the built environment; both in the real estate and infrastructure sectors. Keith has previous experience in ports and real estate experience and was principally with the Australian developer Lend Lease. He has raised finance for over £3bn of projects and businesses both fully within the private sector and public-private partnerships. Born and educated in Plymouth he is keen to help the port play a pivotal role in the future growth and success of Plymouth and its surrounding areas.

The Chair and Commissioners would like to thank Dr Stavros Karamperidis and Dr Pamela Buchan for their terms as Commissioners which have now ended.
