The Marine Accident Investigation Branch (MAIB) have published their investigation report into the allision of the rigid inflatable boat Peaky Blinder with a navigation beacon with the loss of two lives in Portsmouth Harbour in August 2025.

Cattewater Harbour Commissioners fully support the recommendations within the Report for UK Government to apply alcohol limits for non-professional mariners.

Mariners and water users are reminded that the Dockyard Port of Plymouth (2020) Schedule 1 Part 1 Point 8, which regulates the Port of Plymouth, states:

The master of a vessel or any other person must not navigate within the dockyard port when under the influence of intoxicating drink, drugs and other substances.” 

Harbour Authorities and MOD Police are the enforcing authorities and have the authority to prosecute under the above legislation, actively enforcing the legislation to ensure the safety and enjoyment of other water users.

Penalties: a Level 4 fine (up to £2,500) and a ban from the water if found guilty.

The Report also found that had the people on board each been wearing a personal flotation device (PFD) their chances of survival would have been higher.

It is strongly recommended that anyone in a boat wears a PFD where there is a possibility they may enter the water.
